Insurance helps Kenya's herders protect against drought

CNN) - Wacho Yayo Dawe and his wife have come to wither the plants around them, across the country and the cattle will die. Whenever drought has hit this elderly couple in the village in northern Kenya, they have been forced to rebuild their lives again.
"The last drought was bad", 69-year-old Wacho says. "The drought did not even have water. There was no food. The animals had nothing to eat. And there was just dust blowing. I felt very bad, and I was very bitter. I wanted to run away, but did not have anywhere to run."
Burning heat in different parts of the Horn of Africa last June, through the destruction of cattle, ruining lives and destroying entire communities. When the heavy rain clouds finally arrived in northern Kenya Darche people in the village, near the town of Marsabit, left their homes and then danced.By Wacho and Dawe had lost 10 to 15 cows, but they are dancing too. They knew, they struggle to support nine children without these animals, but this drought was different - the first time in his life had taken out insurance Wacho off some of their cattle.
Shortly before the first leaf withered away from the heat, the insurance had become a promoter of their small village offering livestock insurance. It was a new initiative that has been tested in this part of Kenya. Wacho was skeptical - he had never heard of insurance, and he was sure that he will never see his money again. When you talk it through Dawe eventually he decided to sign up and pay extra for a few cows - he could not afford to cover them all.
"This insurance is good," he says, sitting on a stool outside his home, his cattle alive relaxed tied behind him.
When the rains came to 650 reindeer herders eventually received compensation for the loss of thousands of animals. Wacho and Dawe did not get enough to buy new cows, but they managed to buy goats.
The initiative managed organization in Nairobi, International Livestock Research Institute (ILRI). It is one of a growing number of micro-insurance schemes established in Africa. Backed by Britain and the United States government departments and the development of the World Bank, has plans to expand this project through the northern part of Kenya and southern Ethiopia.
Some farmers decided not to join the insurance initiative. Others could not afford the premiums.
Siko Hirdo lives just across the dirt track Wacho and Dawe. As Wacho he trusts cows support his family, but when the insurance man came to visit Siko decided to prioritize pay school fees. He lost 11 cows and has struggled to support her 11 children since.
"We had a severe drought and we had a lot of problems," he says. "Now we know the importance and value of insurance. I am now ready to insure your cattle." When drought strikes so remote and vast areas is impossible to count all the dead animals, so this initiative to use satellite imagery to quantify the loss of leaves in each area. One of the biggest challenges for the insurance in remote villages is a lack of knowledge and understanding. This is an insurance leaders as Edin Ibrahim to come in. As the farmer himself, Ibrahim knows all about that nagging drought.
"More than 80% of the population is illiterate. Understanding the pension issue was just too hard," he explains. "But time and information in a language they understand, and the values ​​and meaning, now they get it and stick."
"Micro-insurance of agriculture is something that the rest of the world, farmers have had access to for a while," said Challiss McDonough World Food Programme.
"African farmers, the poorest and smallest of small farmers are only beginning to receive and their ability to do that can really help the agricultural sector to grow and more productive."
WFP and Oxfam America has its own micro-insurance initiative of agriculture in Ethiopia and it has now expanded to Senegal. McDonough warns that the insurance itself is not a panacea, it is important for other insurance risk management, including access to credit and savings.
Nearly 400 million people in Africa live below the poverty line, and most of them dependent on agriculture, livelihood, so vulnerability to climate change-related disorders are a constant threat to food security and well-being, WFP warns.Back in Darche, Fatuma Galgallo stands out from her tiny frame consumes a great Christmas jumper. Unlike Wacho, Dawe and Siko, he has decided not to restock his flock.
"I am very bitter about the drought," he says. "I was dying of hunger and I lost all my livestock, I did not have any protection nor a husband. I had a lot of animals, but I've only bought two cows and the insurance I had to borrow money to afford it. Now all the animals are dead."
His cattle insured, but he has had enough of the drought, and always look on her face, it is clear he is tired of struggling. He replaced but he is using money to build a mud-walled, corrugated iron-roofed house instead. It is a small, but he is clearly proud of it, and his neat little garden in front.

Wache Yayo memories of the drought may fade, but, as these bones, they will never pass away. If his years have taught him something about the fact that the insurance or not, the drought is once again in this climate of extremes.
